This thread has been started to serve as the one quick place you can go to see all official announcements from the City. It is not intended as a place to discuss rumours or even a place for back and forth discussion... that's what we have the main "Assiniboine River at Brandon reaches flood stage" thread for at http://www.ebrandon.ca/messagethread.aspx?cat_id=3&message_id=451242 Nothing will change for that thread and you will often see me post the same City press releases to this thread and that one, but for anyone looking for the straight facts from the City please check this thread which will be available amongst other flood-related threads in the "2011 flood" discussion section that is available from the link in the right-hand column of the front page. If you have heard about a closure and you want to know whether or not it's true, the City has been extremely quick at sending me official info so unless something appears in this thread it isn't official info.

MANDATORY PRECAUTIONARY EVACUATION PROCEEDINGS UNDERWAY
Brandon, MB –
Due to the unpredictability of the weather, the increased flows, and subsequent rising river levels, City Officials deem it in the best interests of the residents to implement a mandatory precautionary evacuation. Evacuation will begin in the area from 4th Street North to 26th Street North, from McDonald Avenue to the river, due to the level of risk of severe flooding. All residents are expected to vacate their properties by 8:00 pm, Monday, May 9, 2011.
Emergency personnel are assessing the threat and proactively evacuating residences and businesses in the most at risk areas. Further areas of the City may subsequently be evacuated in an orderly fashion with residents being notified. In the event of imminent danger the emergency alerting system (siren) will sound.
As of 7:00 am, members of the Brandon Police Service, and the Mayor & Councillors began conducting door-to-door notifications and provided Evacuation Notification Cards. Residents are encouraged to follow their established evacuation plans by going to stay with family, friends, or to the Reception Centre, which has been established in the Canada Room at the Keystone Centre, 1175 – 18th Street. All evacuees, regardless of where they are staying, are required to register. If you require the services of the Reception Centre, please register in person at the Reception Centre. If no services are required, registration can be done by calling the Red Cross at 1-888-662-3211.
If you have a family pet, you are asked to kennel your pet for registration at the PET Reception Centre, also in the Canada Room. Take only necessary items with you.
Residents can follow emergency information online at www.brandon.ca. Residents are asked to watch or listen to local media for updated information. Questions may also be directed to the Enquiry Centre at 729-2186. |

POLICE PRESENCE IN EVACUATED AREA

Brandon Police Service will be ensuring the safety and security of the evacuated properties in the barricaded area from the CP rail tracks to the river, and from 4th Street North to 26th Street. This will be done through increased Police presence supplemented by private security personnel. Police take the security of evacuated areas very seriously and residents can be assured that police presence will be evident throughout the evacuation period. Access to the area will be restricted and is to be avoided.

Two flood bulletins today from the Province.
Locally-relevant bits from the first:

- An unstable weather system is expected to bring between 20 to 40 millimetres of rainfall across most basins in southern Manitoba between today and Wednesday. The Souris River Basin is forecast to receive up to 50 mm. Localized areas in western Manitoba may see as much as 70 mm of rain.
- Flows on the Assiniboine River will continue to increase with recent and forecast rain.
- Flows on the Assiniboine River at Brandon reached 38,000 cfs late yesterday afternoon and, with the forecast rain, will reach 41,000 cfs by May 11.
- The City of Brandon has started a precautionary evacuation of 900 households in the low-lying area around Kirkcaldy Drive.
- First Street is closed due to pavement buckling on one lane. Rock is being hauled and a ramp is being constructed to reopen the road and maintain access.
- Manitoba Infrastructure and Transportation is working to set up large flood-tube barriers on both sides of PTH 110 to try and maintain road access. The road may close periodically to reinforce and maintain the dikes.
- The Brandon Correctional Centre has had supervised inmate crews assisting with sandbagging efforts in the city. The centre has extensive contingency planning in place for various emergencies including flooding. No evacuation of the centre is anticipated at this time.
- The city has established a reception centre at the Keystone Centre. Evacuating residents should register at the centre or with the Red Cross at 1-888-662-3211.
- The Manitoba government has requested support from the military and is working with the federal government to co-ordinate that response.
- Water levels on the Shellmouth Reservoir are 1,414.42 ft. Inflow into the Shellmouth Reservoir is approximately 12,000 cfs. The Shellmouth Dam will be operated to maintain outflows at 12,000 cfs today.
- Water levels at Sioux Valley were measured late yesterday afternoon at 1,204.03 ft., with a forecast peak between 1,204.7 and 1,205.2 ft. Dikes at the Sioux Valley First Nation will provide flood protection to 1,207 ft.
- Water levels on the Assiniboine River at the First Street Bridge in Brandon are 1,182.5 ft., increasing 0.34 ft. since yesterday. Flows at the First Street Bridge in Brandon were 38,000 cfs this morning. Without the Shellmouth Reservoir, water levels at Brandon would be 1.6 ft. higher today. Natural flows on the Assiniboine River at Brandon would be greater than the 1882 flood without the benefits provided by the reservoir.
- Peak water levels and dates have been reassessed for the Brandon area to account for forecast rains. Forecasters are estimating that flows may reach 41,000 cfs between May 11 and May 13 and water levels will peak between 1,183.1 ft. to 1,183.5 ft. However, these numbers will be updated with any changes in the forecast rain event. Dikes are being raised to provide adequate freeboard at the upper end of the forecast range.

- Approximately 25 to 40 Canadian Forces members from Brandon will be assisting with efforts to raise and reinforce dikes along First Street.
- The City of Brandon has lifted a preliminary evacuation order for households in the low-lying area around Kirkcaldy Drive north of the Assiniboine River. The evacuation continues for 450 households and businesses in an area south of the Assiniboine River known as ‘The Flats’.

Manitoba Infrastructure and Transportation has advised that the north and south bound lanes on 18th Street North are now open to traffic.
The City of Brandon continues to ask motorists to avoid the area unless necessary.

Our City will be tested as never before during the next few days as we wait for the crest. We have been planning for the flood since November, raising the dikes since March, and working with residents about potential evacuation for weeks now. What we now need you to do is be calm, be prepared, and to help your neighbour.
We are doing everything we can to keep our city safe. The situation is changing constantly and we are reacting to it. All the communities along the Assiniboine are being threatened right now, some are in extreme danger because of the rising Souris River as well. Brandon is unique in our level of resources and on the ground expertise. I appreciate all your suggestions and advice, and rest assured that we are talking to the Province, we are talking to the military, we are looking at traffic, and many other areas of critical concern. You should expect nothing less from us because of the efforts that you have already seen.
Now it is time for calm because we have some important work to do over the next few days. The water is cresting. We are going to need your help. We are looking for volunteers for all kinds of duties. Information about how to volunteer will be posted. Please watch eBrandon, the Brandon Sun online, listen to the radio or watch Access 12 for accurate and up to date information.

Levels on the Assiniboine River in Brandon have not gone up in the past 12 hours and are at 1182.80 feet;
The number of people who have left their homes and registered in person at the Evacuation Centre is now 700, which is 399 households. The Centre has also received some self-evacuated people from other areas;
The drinking water quality in Brandon has been tested on a regular basis and quality remains good and has not been affected by the flood;
The Office of the Fire Commissioner has done a hazardous material assessment in the Brandon area and there are no rail cars or warehousing of hazardous materials in the at risk zone;
Brandon Correctional Institute inmates and staff have worked on to help build up our dikes continuously since Sunday night;
The gas has been shut off to 365 homes in the evacuation area because if flooded, then underground pipes may shift. When it is time to turn the gas back on, crews will do so;

Child $23.90/day
Friends/Relatives Adults $23.40/day
Child $18.70/day

Media release prior to today's press conference
- There is no change, at present, to the mandatory precautionary evacuation order, issued for an area on the south side of the Assiniboine River on May 9
- 1,000 people from 399 homes on the South side of the Assiniboine River remain evacuated. There are 700 people registered in person, plus 285 by telephone, at the Evacuation Centre. The remainder are staying with family and friends
- A call for an additional 100 volunteers was issued at 1:45 pm and sufficient response was received, to address the need for sandbaggers in the 17th Street East and the 3rd street areas
- Staff from the City of Brandon, Manitoba Infrastructure and Transportation and a local company, Canexus, have been sandbagging in various areas on the south side of the Assiniboine River today, good progress is reported
- Work by Manitoba Infrastructure and Transportation to put up large flood tube barrios along PTH 110 is going well and the route may re-open, to heavy trucks only, tomorrow. Dike maintenance, reinforcement and pumping by crews continues along 1st street and 18th streets
- Residents and businesses who have sump pumps in the evacuated area will be allowed limited controlled access to the area between 10:00 am and 7:30 pm until further notice. Various locally-relevant bits from today's Provincial flood bulletin: ------------------------- * Canadian Forces personnel continue to work along the Assiniboine River dikes to raise and reinforce low-lying areas of the dikes with sandbags. There are currently 604 soldiers and reservists assisting in the flood-fighting effort in Manitoba.
* The province has requested the assistance of 300 additional Canadian Forces personnel to assist.
* Work to put up the large flood-tube barriers along PTH 110 is progressing and it may open to truck traffic only later today.
* Dike maintenance, reinforcement and pumping are continuing along First Street and 18th Street.
* This is a one-in-three hundred year flood in Brandon, surpassing the 1882 flood.
* Flood-fighting equipment, including flood-tube barriers, sandbag machines, sandbags and other material, will be carefully targeted to areas of most need that face the most imminent flood threat. Priorities will be critical infrastructure, communities and homes.
* Heavy equipment and trucks loaded with materials to support dike work from Brandon to Headingley are moving throughout southern Manitoba. Caution is advised on all Manitoba highways. Areas where work is underway to raise and reinforce dikes are extremely busy and members of the public are asked to stay away from work areas to ensure the safety of the public and those working on the dikes.
* Water levels on the Assiniboine River at the First Street Bridge in Brandon are 1,182.95 ft., increasing 0.21 ft. since yesterday. Flows at the First Street Bridge in Brandon were 37,000 cfs, measured this morning. Peak water levels and dates have been reassessed for the Brandon area to account for forecasted rains. Water level rises are now minor and forecasters are estimating that flows are near crest. Forecasters are anticipating a further 20 millimetres of rain between Thursday and Saturday. Preliminary results of modeling indicate the additional rain will not significantly affect the peak in Brandon.
* The current unstable weather system has brought rain to much of southern Manitoba. Additional unstable weather is forecast to bring a further 20 mm of rain to the Brandon area between now and Saturday. The Dauphin Lake basin is forecast to receive over 50 mm of precipitation between today and Saturday. The forecast rain event will significantly increase tributary flows into Dauphin Lake, further increasing water levels.
* Water levels on the Shellmouth Reservoir decreased 0.03 ft. to 1,414.39 ft. Inflow into the Shellmouth Reservoir is approximately 11,660 cfs. The Shellmouth Dam will be operated to maintain outflows around 12,000 cfs today.
* St-Lazare's water levels have decreased 0.16 ft. since yesterday to 1,291.82 ft. St-Lazare's community flood protection level is 1,294.4 ft.
* Water levels at Sioux Valley are 1,203.98 ft. and near crest. Dikes at the Sioux Valley First Nation will provide flood protection to 1,207 ft.
* Peak water levels and dates have been reassessed for the Brandon area to account for forecast rains. Water level rises are now minor and forecasters are estimating that flows are near crest. Forecasters are anticipating a further 20 mm of rain between Thursday and Saturday.

RESERVISTS TO JOIN FLOOD FIGHTING EFFORT
Shilo, MB - About 70 Reserve Force soldiers will arrive in Brandon, Manitoba late this evening to join the flood fighting efforts in that city.
The personnel are from Saskatchwan-based Reserve units that are part of Manitoba's own 38 Canadian Brigade Group. They are joining their fellow 38 CBG members already based in Brandon. About 40 personnel from the Brandon-based 26th Field Regiment have been working in Brandon alongside their fellow residents since yesterday.
The Reserve personnel will be staying at the Brandon Armoury located at 11th Street and Victoria Avenue. There will be a larger than normal presence of military vehicles in the vicinity as a result.
Residents of Brandon should not become concerned about the increased military presence. The additional personnel are being located in Brandon to add to the considerable resources the City of Brandon and the Province are deploying in the area.
The Government of Manitoba has requested the assistance of the Canadian Forces to deal with flooding on the Assiniboine River between Brandon and Winnipeg. The CF response includes both part-time Reserve Force soldiers raised by 38 CBG with the balance of forces coming from other Joint Task Force West units, primarily based at CFB Shilo, Man. Several hundred personnel from Shilo are currently located near Portage la Prairie, Man helping with the Province's flood fighting efforts in that area. |

Dike improvements south of the river west of 18th Street have been completed with the improvements east of 18th Street continuing;HHHhhhhhh
There are currently 598 evacuees being lodged in 253 hotel rooms. All evacuees who are currently housed in Brandon hotels will not be moved for any events or other bookings. They will be staying in the rooms they are in for as long as needed;
Southbound lanes of 18th Street from Braecrest Drive to Parker Boulevard are closed. Northbound lanes are open to two way traffic;
Work continues on the 1st street Sandbag upgrades. Crews continue to check for seepage along the dike and any issues are being managed;
One lane of PTH 110 has been re-opened for large truck traffic only;
Residents and businesses who have sump pumps in the evacuated area will be allowed limited controlled access to the area between 10:00 a.m. and 7:30 p.m. until further notice. In order to facilitate a safe entry and exit to the evacuated area, you must call the City Enquire line at 729-2186 to register and obtain instructions, times, and entry points. This is only to check sump pump or for medical related issues that cannot be addressed otherwise;
Standing water on the dry side of the dikes is a counter measure being used to stabilize the dike. Standing water will only be addressed if it is impacting private property;

Bussing of Kirkcaldy Heights School Students

Classes for students who attend Kirkcaldy Heights School have been relocated temporarily to
Brandon University beginning Wednesday, May 11, 2011. School buses are now unloading and picking up students on Braecrest Drive and at Brandon University. At Brandon University, drop-off/pick-up areas are located on Louise Avenue in front of the Brody Building and in the 18th Street public drive-through in front of Clark Hall. Buses will also be loading/unloading at Hanbury Hill on Braecrest Drive.
The public is reminded to STOP when the school bus red lights are flashing and the stop sign is extended. Motorists are asked to please be vigilant so as to ensure the safety of our students.

Today there are 1242 registered evacuees, 514 families. While it is unknown at this time when evacuees can return to their homes, those being accommodated in hotels will be able to remain until the evacuation order has been lifted;
The latest information from Manitoba Water Stewardship indicates flows are expected to reach between 39,000 and 41,000 cfs. The diking system will be able to accommodate a projected crest of 1184 feet. A prolonged peak is expected;
Seepage issues, while considered normal in the circumstances, continue to be monitored closely and crews remain on a high level of awareness;
Stabilization work continues on the toe of the dike in the area of the Off Leash Dog Park and Diamond #1;
Donations are being coordinated by the Salvation Army. Donations for food and drink can be made by calling 727-6271, financial contributions (cash or cheques) can be made in person at 9 Princess Avenue East, credit card payments can be made on-line at www.salvationarmy.ca/floods2011 or by calling 1-800-725-2769;
Sandbags are available to anyone, at 18th Street and Rosser Avenue (former Shell property);

Various locally relevant bits from today's flood bulletin. Note the adjusted foreasted peak of 1183.15-1183.45 ft (as much as .74 ft or 23 cm more than what we currently have), and the fact that it's a week away (May 18)

PTH 110 is open to truck and emergency traffic with a pilot vehicle escort. There are large flood-tube barriers on either side of the road.
- Canadian Forces are continuing to assist with monitoring and reinforcing the dikes along First Street and 18th Street.
- Extensive flood-fighting efforts continue in the city by provincial, military and municipal staff to reinforce and monitor dikes as required.
- There are currently 1,231 people evacuated, with approximately 600 staying in hotels.
- The recent storm brought significant rain to the eastern Saskatchewan and the western Manitoba region and will affect the flood forecast. Areas receiving the most rain include the Shellmouth Reservoir area with between 25 and 40 millimetres, the Swan River Basin with 25 to 35 mm, and the Lake Winnipegosis Basin with between 20 and more than 35 mm. Flows are increasing quickly on streams and rivers, with rises in the North Duck River of 3.19 feet, and one ft. on the Swan and Pine rivers. It is anticipated the new crest on the Pine River will be higher than previous peaks.
- Peak water levels and dates have been reassessed for the Brandon area to account for the recent storm event. Forecasters are estimating that flows may increase to 39,000 to 41,000 cfs and 1,183.15 to 1,183.45 ft. at the First Street Bridge in Brandon on May 18. The Brandon dikes are high enough to deal with this level of water.
- Water levels on the Shellmouth Reservoir have increased 0.08 ft. to 1,414.47 ft. Inflow into the Shellmouth Reservoir is approximately 12,740 cfs. The Shellmouth Dam will be operated to maintain outflows around 12,000 cfs today and will be maintained at this level for the next two to three days. This plan will prevent Shellmouth outflows from further increasing crests downstream to Portage La Prairie. The inflow forecast will be updated later today to assess the impacts of the recent rainfall and long-term outflows. The recent rain brought between 30 and 40 mm in the Shellmouth Reservoir area, which will result in further water level increases over the next few days.
- The rain will likely result in another crest on the Assiniboine River between the Shellmouth Dam and Portage la Prairie. The crest at Russell is forecast to be higher than previous peaks. Forecast crests on the Assiniboine River at St-Lazare and near Miniota will likely be similar to last week’s crest.
- Flows on the Assiniboine River at Brandon will likely increase to a forecast 39,000 to 41,000 cfs, with a new, higher peak between 1,183.15 and 1,183.45 ft on May 18. The Brandon dikes are high enough to deal with this level of water.
- Water levels on the Qu’Appelle River, a major tributary of the Assiniboine River, are increasing as a result of recent rains. The peak inflow from the Qu’Appelle River will be higher than the May 6 peak.
- St-Lazare’s water levels have decreased 0.12 ft. since yesterday to 1,289.33 ft. St-Lazare’s community flood protection level is 1,294.4 ft.
- Miniota’s water levels have increased 0.03 ft. since yesterday to 1,247.12 ft.
- Water levels at Sioux Valley are 1,203.93 ft., decreasing 0.05 ft. since yesterday. Dikes at the Sioux Valley First Nation will provide flood protection to 1,207 ft.
- Water levels on the Assiniboine River at the First Street Bridge in Brandon are 1,182.71 ft., decreasing 0.24 ft. since yesterday. Flows at the First Street Bridge in Brandon were 37,540 cfs, measured this morning. This is a one-in-three-hundred year flood event in Brandon, surpassing the 1882 flood.

The City of Brandon is announcing the mandatory precautionary evacuation of the Corral Centre and the Paddock shopping and business centres and traffic restrictions on 18th Street. This is in the best interests of employers and employees and motorists, due to the latest water forecast.
Based on Wednesday’s water level forecast (1183.4 – 1183.8 feet above sea level) and river metering gauges located upriver that are rising as a result of recent rains, the City continues to plan for 1184 plus two feet and an extended crest. The forecast is also calling for a prolonged peak of three days at this elevation.
City officials are concerned with the volume and speed of traffic on 18th Street close to the super sandbag dikes and the possibility of a motor vehicle accidentally damaging part of the dike.
The following traffic control measures are in effect for 18th Street:
The speed limit on 18th Street is reduced to 30 km/hr between the traffic signals at Cumberland Avenue and the traffic signals at Parker Boulevard.
All truck traffic will be directed off 18th Street and required to use PTH 110 which will be one lane only and trucks will be piloted. Alternate access will be via PTH 1A through the Kemnay access.
Brandon Transit will continue to utilize 18th Street to transport volunteers and provide public access to bus service.
Passenger vehicles will be permitted to continue travelling on 18th Street.
Sandbag vehicles and other necessary flood fighting equipment will continue to use 18th Street and will be escorted by a pilot vehicle.
Pedestrians are asked to not walk in the area.
These measures are being imposed as a result of the State of Local Emergency declared for the by the City of Brandon under the authority of The Emergency Measures Act.
Businesses are requested to confirm any closures and evacuation with the Enquiry Centre at 729-2186.
Today there are 1326 registered evacuees, 543 families.
The dike between 6th Street and 18th Street will be raised another foot today to accommodate a projected crest of 1184 feet plus two feet of free board.
An additional 50,000 sandbags will be arriving in Brandon this morning.

The City of Brandon is announcing the mandatory precautionary evacuation of The Green Spot and the three adjacent residences. This evacuation has been issued based on the best interests of employers, employees and customers, due to the latest water forecast. There is additional concern with traffic congestion in this area due to the nature of the seasonal business located in this area.
The Reception Centre has revised its hours. Beginning tomorrow (Friday, May 13), the center will be open as follows:
Monday to Friday 4:00 p.m. to 7:00 p.m.
Saturday & Sunday 1:00 p.m. to 4:00 p.m.
While complete enumeration of Brandon for the 2011 Census is extremely important, given these difficult times, it is not seen as a priority. Information and help is available if people are interested in completing the census at this time by calling 1-877-777-2011. Census staff will also be located at the Reception Centre to offer assistance. Residents will also have to option of completing their census once they return to their homes.

* Today more than 450,000 sandbags are being distributed to the RMs of Alonsa, Portage la Prairie, St. François Xavier, Elie and Brandon.
* The City of Brandon has extended evacuations to include the Corral Center and The Paddock along 18th Street. There are 1,326 people evacuated in Brandon.
* The province has provided 50,000 sandbags to the City of Brandon today.
* Assiniboine Community College and the residences at Brandon University will be used by the City of Brandon to house evacuees in need of a place to stay over the weekend.
* Heavy rains, as much as 100 millimetres in Saskatchewan, are causing increased flows on the Qu'Appelle River at the community of St-Lazare. Sections of the community ring dike, and municipal and private dikes are being raised another foot. Provincial crews and Aquadams, (large flood-tube barriers) are heading into the area to assist with the work.
* Water levels on the Shellmouth Reservoir are 1,414.47 ft., unchanged from yesterday. Inflow into the Shellmouth Reservoir is approximately 12,120 cfs. The Shellmouth Dam will be operated to maintain outflows around 12,000 cfs today and will be maintained at this level for the next one to two days. This operational plan will prevent Shellmouth outflows from further increasing crests downstream to Portage la Prairie.
* This recent rain will likely result in another crest on the Assiniboine River between the Shellmouth Dam and Portage la Prairie. The crest at Russell is forecast to be higher than previous peaks. St-Lazare's community flood-protection level is 1,294.4 ft.
* Miniota's water levels have increased 0.09 ft. since yesterday to 1,247.21 ft.
* Water levels at Sioux Valley are 1,203.88 ft., decreasing 0.05 ft. since yesterday. Dikes at the Sioux Valley First Nation will provide flood protection to 1,207 ft.
* Water levels on the Assiniboine River at the First Street Bridge in Brandon are 1,182.55 ft., decreasing 0.16 ft since yesterday. Flows at the First Street Bridge in Brandon were 37,500 cfs, measured this morning. This is a one-in-300-year flood event in Brandon, surpassing the 1882 flood.

Today there are 1353 registered evacuees, 558 families.
30,000 sandbags have now been delivered in the City of Brandon. The remainder will be arriving today. These sandbags are being placed in various areas of the City in case they’re needed by the City crews.
The public may still get sandbags at 18th Street and Rosser Avenue, Kirkcaldy Heights School, and the Sportsplex.
The drinking water quality in Brandon continues to be tested on a regular basis and remains safe.
Several water main breaks have been experienced throughout the City. This is a normal occurrence during the spring thaw and is being dealt with.
Minor stabilization work continues on the dike in the areas of 17th Street East and 5th Street and Stickney Avenue.
Only one media conference will be held at 10:30 a.m. on Saturday and Sunday.

* In Brandon, hay bales are being put up against the dikes to protect against debris in the river and provide additional protection along 18th Street.
* First Street remains closed and work is continuing to try and reopen the road.
* In Brandon, there are 1,353 people evacuated.
* Dikes are being closely monitored and reinforced as required.
* The dikes at St-Lazare have been successfully raised in areas of the community ring dike and sandbag dikes outside of the community.
* An email has gone out to all government employees requesting volunteers who can work additional hours and assist with flood-fighting efforts. There are currently over 700 provincial government staff working on the flood response.
* There are currently 3,329 Manitobans evacuated from their homes. People who have evacuated are encouraged to register at the reception centre or contact the Red Cross at 1-888-662-3211.
* There are currently 115 provincial roads affected by flooding, with 72 closed. There are 770 municipal roads closed.
* Water levels on the Shellmouth Reservoir are 1,414.38 ft., decreasing 0.09 ft. from yesterday. Inflow into the Shellmouth Reservoir is approximately 11,200 cfs. The Shellmouth Dam will be operated to maintain outflows below 12,000 cfs today and will be reduced to 11,500 cfs later today by reducing the conduit flow to 1,000 cfs. This operational plan will prevent Shellmouth outflows from further increasing crests downstream to Brandon and Portage la Prairie.
* Water levels on the Qu'Appelle River at Welby decreased 0.19 ft. since yesterday to 18.25 ft. Flows on the Qu'Appelle reached 11,936 cfs yesterday.
* St-Lazare's water levels have increased 0.28 ft. since yesterday to 1,289.76 ft. St-Lazare's community flood-protection level is 1,294.4 ft. and has been increased by approximately one foot.
* Miniota's water levels have increased 0.13 ft. since yesterday to 1,247.34 ft.
* Water levels at Sioux Valley are 1,203.85 ft., decreasing 0.08 ft. since yesterday. Dikes at the Sioux Valley First Nation are providing flood protection to 1,207 ft.
* Water levels on the Assiniboine River at the First Street Bridge in Brandon were 1,182.50 ft., decreasing 0.05 ft. since yesterday. Flows at the First Street Bridge in Brandon were 36,000 cfs, measured this morning.

Emergency Social Services continues to provide care and comfort for the evacuees including lodging and meal allowances.
There has been a slight increase in the river level today – 1182.651 feet (360.472 metres) above sea level at the 1st Street Bridge. The peak is still expected between May 18th and 20th .
There has been inaccurate information reported in the media about persons around 17th Street East being evacuated. To clarify, no one east of 17th Street East has been evacuated.
