It is a valid question and the best answer comes from Ward at Warlock.
Many years ago my daughter wanted a tattoo and was under age to get one without consent. I was very afraid that if she wanted one bad enough that she would get one from one of those slimy underbelly types that will do anything for money, so knowing Ward for many years, I sought his advise.
He had me bring her down to his studio where she was made to watch a tattoo being done and then was given a great deal of reading material to take home. After her homework he quizzed her about proper care and how to watch for infection.
Weeks later, together we chose a small tattoo with a great deal of meaning to her and our family. To this day she loves it and I have no regrets in making sure that she was safe and not hacked by a backyard butcher with dirty needles.
There is always a far worse thing that a kid could do...be happy with a small tattoo, crazy hair color or creepy clothes!
I will take all that over the many other extremely poor choices they can make that will hurt them or end their lives.
