Does anyone know of a tattoo place that will do 15 year olds with parents accompanying them, please let me know.

Will come by calling the tattoo shops, and asking them direct  

Ward did my tattoo when I was 16 with my moms consent but I had a scar so he was covering it. I know a lot are picky with this as no one wants to be the artist that gave a young person a tattoo they regret. Calling the shops and talking with them is your best bet. They may say yes or no based on what you kid wants for a tattoo also.

For my son who is 16 and they all told me no. Not until they are 18.

Any reputable tattoo shop will not do a 15 year old. 16 is the minimum age with parental consent, 18 without. I got my first tattoo at 16 at warlocks. There is a place in town that will probably do it, but PLEASE don't go there! Warlocks, wards, or blood and iron are my recommendations (I've had tattoos done at all those places) but again, they'll have to wait until at least 16.

I'm sorry, but I wonder why as a parent you would want your child to get a tattoo at 15?

I love tattoos and have a number of them. My advice to anyone/ everyone who wants to get a tattoo is to wait at least 6 months, if not a year, after deciding what you want to get. A year isn't a very long time to consider something that is going to be a permanent part of your body. If after a year, you are still of the opinion that the design is what you want, then go for it.  
As for your child who is 15, if they (and you) still think the tattoo is a good idea when they are 16, then possibly find a place to have it done legally.

Maybe start by getting a henna tattoo of what you want just to see if you really like it.

It is a valid question and the best answer comes from Ward at Warlock.  
Many years ago my daughter wanted a tattoo and was under age to get one without consent. I was very afraid that if she wanted one bad enough that she would get one from one of those slimy underbelly types that will do anything for money, so knowing Ward for many years, I sought his advise.  
He had me bring her down to his studio where she was made to watch a tattoo being done and then was given a great deal of reading material to take home. After her homework he quizzed her about proper care and how to watch for infection.  
Weeks later, together we chose a small tattoo with a great deal of meaning to her and our family. To this day she loves it and I have no regrets in making sure that she was safe and not hacked by a backyard butcher with dirty needles.  
 
There is always a far worse thing that a kid could do...be happy with a small tattoo, crazy hair color or creepy clothes!  
I will take all that over the many other extremely poor choices they can make that will hurt them or end their lives.
