I was heading north on first street this afternoon between Victoria and Louise Avenue. A white Nissan Armada with a dealer plate changed lanes, from the left lane to the right lane, through the pedestrian crosswalk and the intersection. No signal. No apparent concern for the pedestrian about to cross.  
 
Would re-testing cure this, or would strict traffic enforcement from BPS be a better deterrent ?  

Do you really think people are going to just drive like they usually do with a driver tester sitting beside them thats going to take their licence if they fail, unless they are totally out of touch with reality they will straighten up and drive right for 10 minutes,retesting waste of time and money.

Not necessarily a waste. Old habits, especially bad ones, die very hard. These drivers might be on their "best" behaviour, but I guarantee that enough mistakes will slip through to allow at a minimum a failure on points.  
 
As well, if you don't know the rules of the road, how can you expect to pass a practical test on them?

You think these people dont know the rules of the road they already wrote a practical and passed a road test its not rocket science, people drive bad because they dont care if they break a few rules do you think people speed or run stop signs because they forgot it against the law lol

while there may be a couple rules people forget (NO one is perfect) most people simply dont care if they forget their turn signal or taxi stop at a 4 way  
 
 
while i do believe it is safer to follow all the rules a defensive driver is watching for these things and can figure out someone is turning when they slow and move in that direction and since the person following has to slow anyway it is really not that huge of a deal in most cases, higher speeds like on the hiway tho a turn signal can help traffic know you are stopped, in the city you should be driving slow enough to stop when they slow so yes most people would pass a road test its a change in attitudes (on both sides) that need to happen

traveller you are absolutely right defensive driving is the way to go, my father made me take the course when I was 16, never expect the other guy to do the right thing your life might depend on it, I laugh at the drivers on 18th 4 feet off the bumper of the car in front, I always leave enough room for someone to cut in saves jamming on the brakes when somebody forces into the lane and hits the brakes brakes in front of you, tail gating wont get you there any faster

I agree. Some drivers are absolutely terrible. Today I had a guy try and cut me off at the tim hortons drive thru. He went as far as pushing my mirror all the way back on my drivers side. He was definitely an aggressive driver and not to mention he had a baby in a carseat and continued to push me out of my spot.

Today, as I was driving down Park Avenue, shortly after turning off 26th Street, going east towards the DQ, a guy actually sped up and *PASSED ME* on a city street. WTH?!  
 
I don't believe that is legal AND I ended up behind him, and he behind 3 other cars, at the DQ turn to 18th Street anyway. So much for passing on a residential street.

I will too if you go 20. God. If ppl wanna drive that slow you Ride the bus. If your holding up traffic everywhere you should get passed. Are most ppl here driving really old, drugged, half asleep or extreamly fearful of white stuff on the ground? Or blame the tires? Winter tires should be mand. Wake up and drive. Move

While in Brandon on Monday I drove a bit slower just because of road and traffic conditions, road conditions weren't perfect and with the on again off again snow showers there were places that were icy.  
 
For those who wish to promote the idea that winter tires will save the day, here is an interesting read, it does explain how winter tires help, but one should take notice of increased stopping distances because of road condition.

The best advice i ever got about driving was when my dad told me to assume that everyone on the roads are idiots and can't drive then you should be ready when shit happens and arrive at your destination safely and alive.  
 
Sad thing is he wasn't far off because I would say at least a quater of the drivers you meet on the roadways nowadays can't drive because they are either on their phones, in a big hurry, doing makeup, eating, drunk or stoned, new to the country, or just plain A-HOLES.  
 
So keep your eyes open and on your surroundings and hopefully we will all survive.
