Not necessarily a waste. Old habits, especially bad ones, die very hard. These drivers might be on their "best" behaviour, but I guarantee that enough mistakes will slip through to allow at a minimum a failure on points.
As well, if you don't know the rules of the road, how can you expect to pass a practical test on them?
