It's so hard to find any disinfecting wipes in town! You would think Lysol or Clorox would make more by now.  
Anyone knows where I can buy empty containers to fit half a roll of paper towel?

Perhaps Dollar Tree would have something that would work. Try a plastic juice pitcher or a spaghetti container.  
 
Sorry, don't know if Dollar Tree is open or not, but Dollarama, Giant Tiger, Walmart might have something similar.

How about Folgers coffee containers? They're plastic.

You can use a coffee can and paper towels. Folgers works great with a plastic lid that you can cut open a hole in the top. I am looking for the directions now.

If you had a really big peanut butter jar (like the 2 kg size), it might work.  
 
Usually the instructions say to cut the rolls in 1/2.

I already checked with dollar tree...they don't have any empty containers.  
Yes I am aware you can use Folgers and other house hold plastic materials but I don't have those.  
Aside from that, does anyone knows what is an accurate, let's say Lysol disinfectant spray liquid to water ratio? Youtube have some videos but they never indicate how they came up with the ratios.

Check the bottle of cleaning product. It will have instructions on it for general cleaning and disinfection.  
 
For example, a bottle of disinfecting cleaner I have here at home states for general cleaning, to add 125 ml for 8 litres of water, but for disinfection to apply full strength and allow to sit 10 minutes before wiping.  
 
For bleach, according to Health Canada the ration is 5 ml per 250 ml (1 tsp per cup). https://www.canada.ca/en/health-canada/services/drugs-health-products/disinfectants/covid-19.html However, my understanding is that once bleach is mixed with water, it only remains active for 24 hours without additional stablizer chemicals, so it may not be a good choice.
