mentally challenged adults

My better half works with adults who have disabilitys. They live on there own but most need 24/7 care. Which is alot better than the old days of insitutions like portage. Anywaynow we have discussed this topic a few times and I just wanted to know other peoples thoughts on this.
I thought of this after readingmellies response to my post re: my drivers licence and the right to die. Anyway we were talking about mentally challened adults having a right to marry and have children. We also discussed the the persons with vulnrabilty act which does give them the right to marry have children ect... I`m to up to speed on that legislation but it`s like our charter of rights. So I`m all for people living the most happy life they can. I know perosnally one couple that are living together nowand they are very happy! Now here is the question I want to throw out to the group. Should people with disabilities be able to have children and raise them? I have heard tax dollars mentioned in other threads. I`m sure there would have to be tax dollars spent and a host of other problems as well?
I personally would not mind at all if some of my tax dollars went to improve their lives. how do you feel?
sorry for my speeling and typing have not had first cup of coffee
