Where is a good, not ridiculously expensive place to get highlights?

The mall barbers would be reasonable and probably ultra cuts down at the corral centre. The hair schools do great highlights and it costs a little less because they are students and teachers and it takes a little longer if you have the extra time.  
Just a word of caution though, you get what you pay for when it comes to getting a good hair Color/highlight!

As in the product or the hairstylist?

Depending on the place you go to, it's more of the stylist than the Color they buy, most places have salon quality Color and have to buy it from a supplier if you go to a licensed salon. Some experienced stylists just rush through and want to make as much money off you in the smallest amount of time, some are still new and are learning and if you are picky might not like the end result, but in salons they don't have fall backs like the schools. I would go to the schools if you want a thorough job done and the safety of a certified teacher double and triple checking the process all the way through.  
If you want a cheaper priced highlight but great end result, I would always go with the schools locally if you are strapped for cash but want to be happy with your hair.
