I agree. This is a pet peeve of mine. It so much seems that the "weatherman" in recent years has used windchill numbers to sensationalize the extremes we can get. If a person is going to quote windcill numbers, a better understanding of our true weather conditions would result if the "weatherman" started out with the actual temerature and then added the winchill information.. Windchill is an important factor when deciding what should be worn if going outside but it shouldn't lead the story, unless the desired effect is to add unneeded drama to a forecast.
