Mail / Paper delivery

When is it too cold to expect your mail and paper to be delivered to you? I read an article on how Canada Posts keeps their workers safe (can't find the link now).
I only get bills anyway. But what about pensioners or someone needing that check.
As for the paper, I sure feel for this little kids - but is also shows they are out there willing to do their jobs.
What do you e-brandoners think, is it too cold for mail and paper delivery?
