Per the article in the paper earlier this week, Telus has reached an agreement with the Keystone to build a cell tower on Keystone grounds.  
 
Telus of course purchased wireless spectrum in Brandon last summer during the government's highly publicized spectrum action.  
 
The tower is still subject to approval from regulatory bodies, but all looks to be on the right track.  
 
I haven't been able to get a hold of anyone that can confirm a rough timeline/plan for when they anticipate offering Brandon numbers, but considering how much work still has to be done I'd think we're looking at least several months
