701 nunbers

Recently through my Job I have noticed a lot of cell phone numbers staring with 701 ( AREA code). These are from truck drivers both local and other provinces. I asked around a bit. It seeems that many long haul truckers get this number from the states. One guys bill averaged 1500 per month with MTS now pays 400 and change( I assume USA dollars ) for the same service. I hear the bigggest change is this outfit has no roaming charges!
Does anyone have any other info on this?
Providers names etc??
