Rogers Cell phone coverage

I have been a Rogers customer for awhile now and have noticed that when I am 10 miles south of Brandon and try to make a local call, it is telling me that I am making a long-distance call.
I have used my phone from Souris many times and it was never long distance.
Does anybody know if they have changed something in the last bit that would be causing this?
I used my phone at Clear Lake this summer with no long-distance?
