Store in the mall, taxes on clothing

My wife just bought some clothes for my 8 and 9 year old girls at a store in the mall. When she went to pay she noticed the bill of sale had the tax on it, so she told the cashier that the clothes were for the 2 girls and that because they are not 14 there should not be any tax. The girl at the register stated that my wife had not mention that girls where under 14 so she added the tax. They discussed it farther and my wife asked for a refund for the tax she was charged they said they could not do that but would give her a store credit for the amount. Legally does the store have to give the tax amount back in cash or can they give the store credit and refuse to give cash back?
