Chances are if they are waiting on an engineers report for tying the roof in, it will usually mean the homeowner hiring an engineer to come and take a look at your existing trusses and write a letter and stamp it saying that the existing roof can hold the new. The stupid thing is it will probably be a small valley set that ties the new roof line to the side of your existing, it will be a non structural component which evenly distributes the loading over a wide area. Why they would need to know if the old roof can handle such a small tie in is beyond me. The city figures by having an engineers stamp on things it takes away their liability of the project.
