I just shake my head. A few posters have made mention of the ownership issue of the bins. I would have to get the 'scoop' but am fairly certain the city owns them. Mind you, if they are back off the street on private property then we would be dealing with the more serious issue of trespassing. Now, does the bag of dog poop become the property of the homeowner, the city, or is it public domain? I think the answer lies in the geographical position of the bin.
I don't have a dog. I stick with cats whose poop is easily disposed of without having to cart it around during my evening stroll. I don't ever need to worry about frozen fingers or trying to find a public trash receptacle in a residential neighbourhood which is not always easy. In fact, thinking about it, I would be hard pressed to locate one in my neighbourhood if I was ever caught 'holding the bag'.
