Rental Suite in my House?

Just looking for some advise.
I just bought a house and am wanting to look into building a rental suite in the basement.
Any ideas of where to look for guidelines to make it a legal suite in Brandon? Also, are there lots of illegal suites and what r the repercussions to doing it that way?
