I am wanting to replace my flooring with viynl planking. Question.....can I install the viynl planking over top of laminate? I am getting different answers from different people. Sure would like to not have to remove the laminate. Suggestions.

I would remove the old flooring myself before putting new stuff down

As a flooring installer I would always recommend just removing the old laminate from underneath as it does not take very long to remove and clean up.  
Next is your LVP. Is it a floating click together or a glue down? Floating click together might work. But a glue down you would really need to rip the laminate out and insure that the floor is in great shape. Usually by installing sub flooring and patching the joints.  
Either way I would always spend the hour or 2 to remover the old flooring. There is pretty much never any sort of warranty if not installed correctly. Open a box and read over the directions paper that is usually i:ncluded in each box

Plus? Over top and you have to raise up all your baseboards. Floor levels will not match from room to room. Doors will have to be shortened.  
 
You "can", physically, lay it over top.

What about laying LVP over top of ceramic tile, can it be done?

We have done LVP over ceramic tile but you must cover the tile with a floor patch like planipatch which is kinda like a self leveller. Mostly to fill in the grout lines which would telegraph threw the flooring over time. But also helps to provide a smooth flat surface for any adhesives you may be using to stick to
