Call the school?

Did you try calling the school? I'm sure they have the answer you need. If they're under 18 they are legally required to be in school or registered to homeschool. The only obstacle you might encounter is if you don't have legal custody. I'm not sure a non-custodial parent can register someone. That, and her desired elective might be full.
