Was in that awkward size I too, found most of our stuff at Old Navy online. I found the free shipping and no hassle returns helped.
I really hate ON for adult clothes as they never seem to fit right, but for kids they seem to be spot on most of the time.
I also managed to find a lot of decent "simple" staples at Childrens Place, but you really have to wade through all the cutsie puppies and patterns to get age appropriate stuff. They too are excellent for free shipping, decent deals and returns are easy.
I also have a very hard time finding stuff for my 11 year old boy. I have to buy mostly plain shades for him because he hates all the dinosaurs and silly cartoons.
There is just nothing in town. Sears is pretty good if you are heading into Winnipeg.
It is a very tough age, you are correct. And all we seem to have in town other than Childrens Place are very un-age-appropriate stores like Ardene, Garage Clothing, etc. Heck, my daughter is now 15 and I find the stuff a bit trashy for her age still.
