lunch programs??

My son has just recently started kindergarten this year, his class runs from 12:40pm to 3:30pm. I know that the school he goes to has lunch programs because you don't have to live in that specific area in order to attend this school. I am in a very difficult situation because I have been told that the lunch program does not include kindergarten students because they don't go for the full day . I am going back to school myself and my lunch hour ends at 12:30 and class begins for me. My childs daycare does not transport children to school, So in order for me to be in class on time I need to have him dropped off by at least 12:20pm. I understand the teacher should get her 1 hour lunch break and everything, but this is rediculous! I have been told that I cannot drop him off early, eledgedly there is no supervision for the kindergarten students, and because legal reasons such as: if something happend to him the school would be held accountable, I cannot be the only mother on the face of the earth that has issues with this system? I am asking for 20 minutes of supervision before his class starts.. does anyone know what I should do? or who I should talk to about this?
