If you refuse to rent to a person because they participate in smudging ceremonies, such as with sage, that would be discrimination as that would be discriminating against a person because of their religious background, which is prohibited by law.
While many people use tobacco strictly for 'recreational' purposes it is also used quite frequently by people for ceremonial/religious purposes. Therefore, refusing to rent to a person simply because they use tobacco is not only discrimination in a general sense but it would be illegal under Manitoba legislation if that person uses it as part of their religious/spiritual practices.
You can stipulate that your tenants can't smoke inside your building but an out-right ban on people who use tobacco in general is most definitely discriminatory behavior.
