yes there is other forms. But some may only tolerate the smoking of it. As prescribed by a doctor.  
 
This question will certainly come up to the rentalsman many times - might as well find out if you own a rental.

I doubt the smoking version of medically prescribed MJ will pass the sniff test( pun intended) with the rentalsman.  
MJ in any of its forms is not the end all be all for meds. It has its replacements and I would bet before allowing a med joint to be forced on the landlord and neighbours the long list of replacement drugs would have to have been tried.  
More than one Dr would need to sign off also.The second hand smoke would be a issue other tenants can fight. It is a non winable fight for the rentalman.  
Add to that mess the Doctors themselves are divided as to MJ's use. As a landlord I would argue the greater good as in not having a MJ smoke smell is best for all. The smoker may go find a weed friendly building.

You make it sound like all non smokers are responsible. Uncapable of making poor decisions.  
 
There are shitty people everywhere. There's a reason why alot of us check references instead of discriminating against everyone.

Smokers off-gas harmful chemicals for a period of time after having a cigarette.  
 
Second and third-hand smoke may be more harmful than the inhaled first-hand smoke.

Most landlords such as myself will tell you IF you ask, that smoking is on balcony or outside...no worries. This guideline is to ensure walls are not yellow when renter gives notice...which happens a lot.
