You must not have an understanding of concrete or asphalt....  
 
You cant pave or pour in winter without the proper temps. When they poured the bridge they had to enclose the space and heat it all around to the proper temps..  
 
They put dirt in for now as its the only way to fill it back in and make the road open for use again. Once it warms up they will come back to pour concrete or have it paved again.  
 
They should have it marked with a sign with the bump on it but since you obviously know it is there why not just slow down like anyone with common sense would do?  

I believe the developer building the new housing on the north side of Rosser is responsible for that. Not the city. They dug that up for a new water and sewer service when they started construction mid winter.

noticed that where the city has dug up roads to allow sewer or water lines to be put in for housing or to repair them, that those sections this year are literally starting to sink. 6th Street south is a perfect example. You can even see cracking along where the old pavement joins the new. These sections are without a doubt, sinking.

The city doesn't install services to new houses...that's all done by private contractors

PrimeConvoy. On our block it was both. I bet lines needing repairs are done by the city. Either way on both old and new it sounds as if we have quality control issues on the finished goods. I think the city would the go to for that issue to be raised.

Signs have been posted, they can't do much until the frost comes out of the ground so they can fix it properly, when they do work in winter they do a temporary patch ( concrete) and have to redo it once the weather warms up!
