City Fining People for Not Cutting Grass

There is discussion on the radio this morning in regards to whether or not the city should fine people for not cutting their grass.
I think that a fine is not a bad thing for folks that won't pitch in and do their part. Not only is it unsightly, but it could actually decrease the property value of those around them. If you were buying a house and there were two houses on either side with big long grass gone to seed, etc ... would you want to live there? It gives an impression of how much that person cares about their property.
I realize there's going to be times when your lawnmower breaks down, etc... but if it becomes habit, and its not done after you recieve a warning, I'm all for a fine. Keep good care of your property!
And to the guy on the radio this morning who suggested he charge the city for the dumpster they put on his property if they want to fine for not cutting grass? Tell them to take it away, and see how you like walking a block to drop your garbage off. Garbage disposal is something we shouldn't take for granted either!
