They are installing a fibre optic line.

It could be for any provider. Bell MTS is running fiber out to campbells trailer court too.  
 
I believe a lot of the time one provider puts in the request to run a line then the other providers in the area are told and are given the chance to split costs and lay lines down as well if they would like to. To prevent repeat construction zones and provide cost sharing for the companies to get it all laid at once.
