No one was letting anyone out of the western medical clinic parking lot today when there was pavement laying on 26th. It's actually illegal to bnlock the intersection but that didn't seem to matter to the 'friendly' people. Sigh. Self-centered or what? Where was BPS to hand out a few tickets?

I didn't think that was an actual intersection, but more of a parking lot entrance. Would the same rule apply there?

but where you come out of Western Medical Clinic is NOT an intersection. Intersections are only where there are streets meeting.  
 
I am not sure what the traffic or how the construction is like. but anytime I come out of there I usually turn right as it is easier than trying to get right across and turn left.  
 
Then I go so far and get back the direction I want to go. doesn't take any time at all

As other mentioned, at that clinic it's from a parking lot to road way and no one "has" to let you in, it's not an intersection which are supposed to remain clear but even then this is brandon, just look at 18th and princess constantly blocked because people wont let others merge in further north past rosser. Doesnt mean someone couldn't be courteous and let a car in however.  
 
Speaking of merging, when cars in left lane actually let cars in the right merge, you do not come to a stop in the left lane and allow every single car in the right merge. You slow allow one in and continue driving, not multiple vehicles.

Does 24th street not make it count as an intersection ??

That's on the other side of a divided road. Logically, while you could consider the left turn lane as part of that intersection (is it cut out there, or is it just a gap in the divider? I can't remember), I don't think that would extend to the private driveway.  
 
If you're sitting in traffic anyway, it would be nice if you'd let some people in. On the other hand, there are 2 other exits to that parking lot that do NOT go to 18th Street that drivers could use instead of trying to muscle their way into what was clearly a very long line up.  
 
Although I'm not sure where they would go, LOL, traffic is such a problem in that general area right now with the paving and it's constantly changing. I'm making three trips from Riverheights to the core every weekday, and it's different every trip!

clearly states at section 122(1) (b) that you can't stop, park etc. in front of a driveway. I'd think that the entrance/exit to that clinic would qualify as a driveway.

drivers would realize that blocking a driveway could earn you a ticket!  
 
We were driving east on Victoria yesterday afternoon, traffic was backed up heading west, what bothered me was how the vehicles were blocking intersections all along Victoria. Some drivers who wanted to travel north had to keep going east instead.  
People going west though, looked like a good time to check out their phones, haha

and my point in posting was that if cars didn't block the driveway, then someone exiting the clinic parking lot could do so - one at a time - with cars heading west having just an ounce of courtesy.  
Blocking a driveway CAN earn a ticket but then BPS would need to see it (& given some of their driving infractions, I question whether they'd care).

If no one is going to be able to block any driveway while stopped for a red light, then cars will have to be lined up for ten or twelve blocks just to make sure no driveways are blocked. That will mean cars will have to sit sit at green lights, waiting for all traffic ahead to be clear of driveways. LOL, wow!  
 
There are at least two ways out of that parking lot. If traffic is heavy on Victoria, don't try to cross or turn left. Instead, turn right onto Victoria and make a U-turn at 25th or turn left on 25th and go around the block.  
 
If this intersection is such a huge problem, maybe the best solution would be to replace those stupid traffic lights at 20th and Victoria with a lighted crosswalk and move the traffic lights to 24th and Victoria. That would at least make some sense.
