A suggestion and an opinion
When that happen to my cedar, I got some ends of a spruce tree (any kind) from the back lane, since it was overgrown and blocking back lane anyway , kinda thought owner won't mind. Cut branches 6 to 8 inches and covered the ground under cedar a couple of inches. Reason being is that cedars love acidity and those spruce branches are natural organic acidity for the cedar loving acidity tree, and ESPICIALLY for winter, since it is wounded. Worth a try. Gr8 luck 2 u. Once the needles have let go of the branches, late spring or summer, leave the needles but clean up the branches. My cedar survived. Phew, thankyou lord. Also I put leafs galore over the spruce branches and lots of snow for tons of ground cover. Never say never till you try it.
