That makes no sense.
If there is road work being done like at this location and they are only milling the surface and doing a new top layer, why would the city spend the money to dig it out completley and replace lines that may not need replacing.
That would likely more than double or triple the cost and time it takes to complete. Look the 400 block of 14th st...
If a line needs replacing during non construction time then they have to dig and replace the damaged chunk of pipe/cable and do a patch on the road surface. It cheaper to dig down later in a small area to make a repair vs digging a whole block out to inspect lines without any known issues..
And to the other person who said you drive princess a lot, pay more attention. Right after Princess was re-surfaced some work was done infront of Prairie Firehouse and the intersection. I do not know if was for the business or not but the road had to be dug up within two weeks after the resurface was completed.
