what time of night would you say is an acceptable last call for letting your dog out to pee/bark for several minutes?

Your dog should be able to go out anytime 24 hours a day to pee/poop. Your dog should only bark when outside if someone comes into your yard that shouldn't be there or teasing him thru the fence, or such, and only till you go out to see who/why and let him know you have situation under control. Sounds like you need to do some dog training. Maybe a bark collar, to start. Good luck.

Lol it’s not my dog, it’s my neighbor’s dog who is out barking its head off late at night and I just don’t know at what time I’m allowed to be annoyed...

There should be no need for a dog to be shut outside and barking. I walk my dog several times a day (about 10kms day) including last thing at night and the rest of the time she is in the house. I am lucky that she can come to work with me though.  
It sounds like your neighbour is not paying enough attention to their dog. I see it lots, dogs tied up outside houses on their own or running around in town because owners are too lazy to look after them properly.  
If a dog is barking late at night outside on a regular basis then that needs to be addressed and I am afraid it is only the owner to blame. It’s neglect and the dog is suffering!

Call the noise complaint in, and they will go talk to the owners. If it happens 3 times, they will have to put him on a bark collar, or otherwise remedy the problem.

Ok thanks, I’m not a pet owner so I wasn’t sure if I was being “old and grumpy” by being annoyed or if the owners were doing something they shouldn’t.

Any time they bark excessively you should feel free to be annoyed. If it's a constant problem with them leaving their dog outside for long periods call animal control. I have dogs. One of the two let's one bark out shes ready to come in and that's it. As with anything theres always some people who dont give a crap what is/isnt acceptable or follow rules/laws etc from excessive barking to having too many pets(max is 2 dogs/2 cats) in their household.

Our neighbors have 2 barking dogs that drive me insane. It has been going on for years but I have come to the point were I can’t stand it anymore.  
If they are having a party and in their hot tub, they let their dogs out at 2 or 3 in the morning. Every time they wake us all up with their barking dogs.  
I think it’s time to call Animal Control!!!

Is purely caused by animal neglect. It is a form of animal cruelty and is rife in the city. If people took proper care of their dogs and exercised them properly there would be no problem.

Please do call this in. As a dog owner I take great responsibility in supervising my dogs when they are outside. I allow barking for a few seconds then I ask my dogs to be quiet or call them into the house. There is no excuse for people letting their dogs bark continuously

Hopefully you don’t have my old neighbour. He leaves his dog out all day and will bark for hours on end and then when you confront him he will threaten you with violence. Just call it in.
