Building a permanent plug. I think moving the plug further west by a few hundred metres would be the best solution. Extend the dikes west to join it. There's always a lot of construction going on in Brandon, houses and apartments being built, hotels, stores and restaurants being built, etc. Basements are being dug. So, why not let the construction companies haul that fill down to that area and dump it there? Then, when there is enough fill to do it, build the dikes westward and build up 459 into a permanent, gradual hill that would be it's own plug. The crest of the hill would be several hundred metres west of the 18th Street intersection, so as not to become a slippery ski slope during winter. Yes, the road west of that would still flood, but that will happen even if the intersection of 459 is moved across from the Corral Centre. The intersection should be left where it is, so that it forms a continuos route with Kircaldy Drive and 457.

You can see in the photo, where Kirkcaldy curves to the south near Home Depot. That curve was not always there. Kircaldy used to be straight to 18th Street. The Kirkcaldy intersection used to be just slightly south of the Corral Centre lights. Around 1987 or so, they curved Kircaldy to make it line up with 459. After all that, it would seem ridiculous to move the 459 intersection north to where Kirkcaldy used to be.

Can drive the scenic route again

They should do like Grand Forks where Demers Ave goes through the dike at the Red Rover. There are two pilar's on the side of the road that have slots I. Them then can install gates and use loaded dump trucks backed up to them to help against water pressure.  
Here have two pillars either side one I. The middle that all have slots , put metal gates in sand bag the bottom part of the wet side and have loaded gravel trucks that back up to counter water pressure. Could even have a slot in the road that when not in use has a metal flange to make it level to drive over.
