Can someone’s please clarify. Do ward candidates have to live in the ward they are running in? I just noticed a couple for my ward have addresses outside the area.

Candidates are not required to live in the Ward they are running to represent. That said, I personally will only consider the candidates that do live in my ward when I mark my "X". I want someone with a vested interest in how our neighborhood functions to represent me.

What would someone outside my ward know about the area unless they just recently moved out of it?

The way I understood it was that there are not enough people running. Therefore if 2 great candidates are running against each in the same ward, one gets knocked out. If they run in 2 wards there is a chance that both will be picked.  
 
Brandon isn’t that big that it’s specific ward issues have to be represented by someone that lives in the area. A good candidate will take the time to listen to that wards residents and the issues they have.  
 
Don’t knock someone just because they don’t live in that area. Be grateful that someone wants to represent the ward It must mean something if they want to represent an area they don’t even live in?
