Cater Drive garbage bins

Folks on Cater Drive should be aware someone, an older man equipped with a flashlight, his bicycle and a cart, is routing through your garbage and recycle bins at the road on garbage days. If you ever notice that your bin lids are open and your garbage is sticking out, that's why. He was seen a few times during the summer but has now become a regular fixture every Tuesday morning. I see him around 6am while I am out for a walk. He isn't the least bit concerned that people see him.
Just want you to be aware. Police are also aware.
