This was made worse in 2015 by a failed mitigation attempt.  
 
Kirkcaldy is a very busy street. The drainage could be significantly improved with a simple fix, but it's not happened despite the "we will be monitoring it" brush off from city staff.

Considering that is the bottom of a hill (and also a floodplain), ide say the drainage is working pretty well. I'm also thinking that it may be best not to have too much flow into the storm sewers since:  
 
1.) Look at the nearby houses. If they don't have backflow valves then there will be many messy basements  
 
2.) Even if the basements are unaffected then its possible that the excess water could cause raw sewage to get into the river. I'm sure that depends on whether or not the sewers are combined in that area, but none the less . . .  
 
Short of adding a ditch to take the water, I don't see what else can be done. It's a bit like the Richmond/Keystone/13th street rivers when it pours torrentially. Not much you can do when that much water comes all at once.

No. This is the part of the 4.4 million dollar Kirkcaldy Drive Land Drainage Project completed about 6 years ago that doesn’t drain. There’s plenty of storm sewer capacity. But the water must be able to get into it. A half dozen years of ‘monitoring’ is enough. Let’s just fix it. It’s not hard. That’s the annoying part.

Looking at the video the problem is mainly the landscaping between the Kirkcaldy and the ditches storm drain. Yeah, the city could resolve it. But they won't do it quickly. I've lived by the belief that everyone should try to fix their troubles first before trying to rely on others. Yes, it's not your property, but you got to put up with it when no one is taking responsibility for it. Go grab a spade and dig a four to six inch deep trench through the sod to what appears is the lowest spot on the bike path. See if that doesn't speed up the drainage there. A little effort on your part will probably solve the dilemma with you and the city service. Plus, you'll get a wheelbarrow full of black dirt and some sod for the back yard. It's a win, win for you.

Exactly 100 mm in my gauge. West end.

I'm in Riverheights and we got over 90mm!

110mm in our gauge. West end, Lot of pea sized hail as well. East side of our bay had 2+ ft of water and parts of centennial drive were the same or worse.

We lost power, our weather station rain gauge read 62 mm/hrs at 16:50. At 16:45 it was 44 mm/hrs, 16:40 16mm/hrs.  
 
So we got hammered in that 15 min alone!!!
