It's pretty quiet there during non-peak times.
I think the traffic circles (the existing one on 9th and the new one on 1st) are reasonable compromises to keep traffic flowing. I went through the 1st & Maryland intersection daily for the past 2 years, and often thought it could use lights, but then it's pretty dead during non-peak times.
