I’m in that area regularly and see this all the time.
Yes, you have the right of way as a pedestrian but that does not mean you can just walk out without looking. There are too many scenarios where a vehicle would be unable to stop safely in time for you to cross.
You’d think they would have learned these skills at elementary school or from parents example, but apparently not.
