new fire hall price!!

I was reading yesterdays Winnipeg free Press on the cities plan to build four new fire halls for aprrox 4.9 million!? Please correct me if I am way off but I believe our proposed hall was 10-13 million? for one! Each evironmentlly friendly hall will service 40000 people, are built with a health and wellness center for the firefighters and parametics to use. I would like somebody to explain to me why they can build 4 halls for half the price we can build one.
