Should MB nurses who abuse drugs or alcohol be named?

From the CP article below, the Manitoba Nurses Union has taken issue with a policy by which the names nurses who have repeatedly abused drugs or alcohol are published. The have stated that they believe the practice amounts to unfair public shaming.
To this point Manitoba's Health Minister has dismissed the claim, stating that it's important in the name of public protection.
What do eBrandonners think?
Is this an acceptable consequence for repeated drug/alcohol abuse?
Whether or not you believe it's an acceptable consequence, do you feel that it's necessary for public safety?
