Do too many tweens dress inappropriately?

You would think so walking around.
What is up with the parents of these Tweens allowing their children to dress in this manner? I swear I saw a girl wearing a shirt the other day, and by the looks of it nothing else.
This future gen needs a little more self respect instilled in them.
