swine flu and schools

So one would figure that with the panic that happened last school year with swine flu that something would have been done? I know the superintendent of the BSD said that they have an "action" plan that consists of teaching hand washing etc... which is a nice thought. The only problem is the follow through. While taking my child to school on the 2nd day of classes we stopped by the bathroom for her. imagine our surprise when every single soap dispenser was empty and there was absolutely no paper towel in the bathroom at all. Not that only this one school has this problem, it seems to be a common thing that I've heard many complaints about. So what really is the school division doing about it? teaching hand washing but failing to supply the soap and paper towels? So essentially doing nothing to stop the spread of H1N1 if it happens again in the schools?
