Some People and Some People's Kids

Here's my little rant. I live downtown, and I'm used to the neighbourhood (pan-handling, drunks, traffic) I don't mind it all, in-fact I enjoy being close to shopping and the bus depot and feel relatively safe.
However, I do not have a yard. My grandparents have lived in the same house (they built) in what is now considered the core area for 50+ years. If I could pick up their house and transplant it into a better area I totally would. They are the only "original" family left on the block, although they have a few good neighbours, the majority of their trouble comes from low income housing and the free range children of its tennants.
When I was a kid, all my friends, and all the kids of the neighbourhood called her grandma too. She still gives generously of her garden to her neighbours. I can't even keep up with the woman, she keeps an immaculate yard and plants a large garden and edging beds full of flowers. I just learned after spending the previous day constantly chasing these kids who were stomping through the garden, pulling up vegetables out of the yard, my grandparents spent the entire day digging up the rest of the garden to protect what was left.
This is not even nearly the first incident, these particular kids constantly run through the yard ripping down trees, stealing ornaments, pulling up or trampling flowers and plants. What's even better is when the mom was actually out with the kids for a change, and my grandma said to the little one pulling up her flowers that she didn't appreciate it, because she didn't put them there to be pulled up, momma had the nerved to turn her head and tell my grandma to F off. Nice. I tell you, it makes me so mad, there aren't even words.
I don't even see if there is anything to be done, because if my meek granny is being told off, I'm sure my conversation wouldn't go over at all well. I don't see them moving either, so if anyone has any advice I would appreciate it. Whatever happened to being respectful? My thought is that CFS should have kid traps like the city has cat traps and you have to pay a fine to get your kids back.
