City Hall Gyser

Anybody see the mini-gyser by city hall during the night (on the North grassy slope)?
Im assuming its a sprinkler that was damaged, but its just spraying up and ending up mostly on the sidewalk (and down the drain).
Now both sprinklers there have ALWAYS watered the sidewalk AND street, but its just more noticeable now.
Normally im not one to complain, but its been like that for at least a couple days. And the sprinklers there have always watered the street and sidewalk.
I know that grass needs watering, but isnt it possible to make most of the water stay ON THE GRASS?
I understand sometimes some may spill on the sidewalk, but ON THE STREET?
