Has anyone noticed this at the Capitol Theatre Recycling Bins?

This is a little strange. I know we have recycling bins in our own backyards, but from time to time, I don't mind taking some stuff to the bins near the Theatre if I'm heading to the Mall anyway.
With the last half dozen times I was there mid-afternoon, there are always various older men, your basic 'retiree' sitting in wait. When you dispose of your recyclables, they get out of their nice vehicles and they have a long 'picker-upper' tool that they sift through the bins. There seems to be no hurry factor.
What ever on earth would they be looking for? It has my curiosity peaked. I'm all for welcoming people to take away stuff - fill your boots! But it's so odd to me that they lay there in wait in the middle of the afternoon looking for 'something' and they have the 'pick-up' tool, for the long reach. I spotted 2 of them today and I am always in a hurry to stick around to see what they are doing.
Boredom?
Stuff for their workshops or hobbies?
Bottles that are worth 5 cents?
Killing time?
I just find it rather funny and strange and wondered if anyone else had noticed this. It's really too funny.
