40 km/h Speed Limit

I'm not sure who started this discussion about changing the speed limit to 40 km/hr, but I just had one question... ARE YOU CRAZY?! People out there drive slow enough as it is. What in God's name would make you want to make that the law? Does ANYONE agree?
