City Manager Actions ( Brandon Sun Article )

As noted in the Brandon sun today on page 2. The city manager ownes property in Brandon and that property is up for auction because he owes for back taxes.
Does anyone else think this is acceptable given his possition with the city. Why would city officials not address this issue? Does anyone else feel he should be some sort of disapline over this?
