Royalty in brandon?

Today I saw a black limo in Brandon. it was huge, and instead of license plates on it, it had a coat of arms and crowns. It also had a small flag with a coat of arms on it on the antenna.
I have no idea what is was doing and was wondering if someone could cure my curiousity?
