How about Queen Elizabeth Park being opened again for easier access to the North Hill

Have been thinking about this for a while. Why not open it again and put lights in where it merges with 18th. It would ease the congestion on 18th street. I know there has been accidents on that route before (which is why they closed it I think) but why not reopen it with lots of stop signs or even speed bumps so that its not the risk it once was. Just getting so fed up with the daily traffic jams and the unsafe driving on 18th on any given day. Thoughts???????
