skating oval.... or at least the lights???

i was just wondering if anybody knew whether or not the skating oval will be operating this year? i mean obviously we have no snow yet, but will they be setting it up? you can see the location from my parents kitchen window and we haven't noticed them even setting up the lights yet . . .
