Emergency Placements for Children

I was just reading the thread regarding homeless shelters, and it made me want to ask the ebrandon readers about emergency foster care placements.
Children can't sofa surf, and are often stuck in situations where there is no place to go. It's my understanding from conversations with social workers in the Brandon area that there aren't enough homes (either emergency or longer term) to place these children while their parents receive help.
Ideas?
