Ok it was a Motorcycle wanna be. Still I figure this one can do about 70 kph.  
 
Is this guy now pushing it? He was heading towards the 1st street bridge going North.  
 
There probably is some ice patches if not clumps of snow/dirt dropping off cars/trucks on a regular basis he may hit!  
 
Add the fact that unlike the mist that cars and trucks throw back in the summer- this stuff thrown back today would be plain nasty!!  
 
If he and his ride do get into problems/accident or he simply lays it down because of road issues- will insurance cover him??  
 
All I know now is its one thing to watch for slow moving bikes mid winter now I gotta watch for these far faster scooters etc 12 months a year. Yes I know I should anyways - it just that I do not expect to see a fast moving bike mid winter!!  
 
I just hope he doesn't wipe out in front of me. The paper work to fill out is probably pretty time consuming.
