Where are all the garbage cans?

I just drove down Kirkcaldy, and the bus stop across from Home Depot is strewn with litter. People waiting for the bus, sipping their coffee, then just throw the cup on the ground. Why is their no garbage bin anywhere in sight? and this is not the only spot that need a trash can, we all complain about the amount of litter around town, and one reason is because garbage cans are so few and far between.
