Is our city off base with street cleaning parking tickets?

My street was to be cleaned today. The signs were only put up yesterday afternoon at 3 giving barely 15 hours notice. The bylaw officers were at my street this morning handing out parking tickets before 8 in the morning at a mear $120 bucks a piece! Well it's 930 in the morning now and nowwhere in sight are the street cleaners and they end up giving out like 8 tickets, 3 to one person on my block for a small sum of 360 bucks. Why is it so important they hand out parking tickets when the cleaners are nowhere in sight? Would it maybe not make sense to have one bylaw person driving one block ahead of these people, or is our city poor that they need to try and give as many parking tickets as possible? Honestly though. I think this is total BS to ticket people when only 15 hours notice and the cleaners are nowhere around. Does our city honestly need to try and screw the people over with $120 dollar tickets for this? I personally think they should give minimum 24 hour notice for people to see? Or am I crazy in thinking this way?
